Mom’s bad cat behavior, Who is at fault?

My Mom got a cat for christmas . It has been starting doing a bad cat behavior in the house. I have kept the litter box clean and it still has been bad and I’ve decided to get rid of it. Who is more at fault for the cat’s behavior?
It was my stepdad who picked the cat up from the place we found the cat at as well.
and we live in the same house and it kept ****** in mom’s bed.
k i can answer this personal they dont like strong scents so use perfume & spray it on whtvr u dont wan them peeing on also go 2 the vet & see if it has a bladder infection it is also good 2 let them no they r doing rong! mayb u can use the babygate if u can get ur hands on it but they can jump high try to close doors to rooms that you dont want him/her to pee in let him have some time in a cage if he does this alot show him first what hes done then put him in cage 4 a while
